Why do coupons sometimes say "cash value 1/100th of 1 cent" instead of "no cash value"?

When you buy a product, You Are paying for the cost of the promotions that they might hold. Since you have basically paid for the coupon in one form or another some states require that they have a cash value. The people who issue coupons responded by giving the coupon a cash value so low that nobody in their right mind would bother to collect on it. Who is going to take the time to collect 1,000 coupons just to trade them in for a dime? Nobody. Therefore, the coupons comply with the law requiring that they offer cash in exchange for the coupon, but they make sure that nobody will ever ask them to pay up.
